Change Me Works is committed to creating lasting change beyond individual cases. By working with lawmakers, judges, and community leaders, we helped support the advancement of House Bill 5103, legislation that removed an outdated driver's license restriction. This reform has created new opportunities for thousands of eligible Michigan residents to obtain a valid driver's license, access employment, and move forward with greater independence.

Driver's License Restoration
In 2016, Change Me Works discovered a Michigan law that created a significant hardship for drivers who had never previously obtained a Michigan driver's license. Under this law, individuals who had never held a Michigan driver's license and were convicted of two or more driving offenses could be denied the ability to apply for a license and forced to wait three years before becoming eligible.
Recognizing the impact this policy had on people trying to rebuild their lives, Change Me Works began advocating for change. The organization worked for years to address what it believed was an unfair barrier preventing individuals from legally obtaining driving privileges.
In 2023, Change Me Works partnered with State Representative Donavan McKinney and Chief Judge Derek Meinecke of the 44th District Court to help introduce Michigan House Bill 5103. This legislation eliminated the three-year waiting period that prevented many individuals who had never held a Michigan driver's license from becoming eligible to apply. The bill was enacted as Public Act 42 of 2024 and took effect on April 2, 2025, opening the door for thousands of Michigan residents to pursue a valid driver's license and regain their independence.
While this change removed a major barrier, driving offenses can still carry consequences. Individuals facing license-related hardships may still need legal guidance to understand their options and navigate the process. With the right guidance, many people may be able to pursue reinstatement or licensing opportunities without unnecessary delays.
Change Me Works remains committed to helping Michigan residents overcome barriers, access opportunities, and move forward.
Hearing Appeal
Have you received multiple OHAOs during a difficult period in your life—such as a divorce, the loss of a loved one, depression, or other traumatic life events? Many people make poor decisions during some of the most challenging times of their lives. While those mistakes can have serious consequences, they do not have to define the rest of your future.
If you have made meaningful changes, achieved sobriety, and are committed to living a responsible lifestyle, you may be eligible to restore your driving privileges in Michigan. The Michigan Secretary of State's Office of Hearings and Administrative Oversight (OHAO) is responsible for conducting driver's license restoration hearings for individuals whose licenses have been revoked due to multiple alcohol-related driving offenses. The restoration process requires substantial documentation, including a substance use evaluation, drug screening, support letters, and testimony demonstrating that your alcohol or substance abuse problem is under control and likely to remain under control.
Preparing for an OHAO hearing can be overwhelming. Success often depends on presenting a well-organized case, providing accurate documentation, and effectively communicating the positive changes you have made in your life. The Michigan Secretary of State allows individuals to represent themselves, but many applicants choose to work with experienced professionals who understand the process and common issues that can lead to a denial.
At Change Me Works, we understand that a revoked license can affect every area of your life—from employment opportunities and family responsibilities to your ability to move forward. We can connect you with experienced attorneys who regularly handle Michigan license restoration cases and understand what OHAO hearing officers are looking for during the appeal process.
You made mistakes. Many people have. What matters now is whether you have genuinely changed your life and are ready to demonstrate that change. If you are serious about restoring your driving privileges, Change Me Works can help guide you toward the next step.
