Driver's License Restoration
In 2016, Change Me Works discovered a Michigan law that created a significant hardship for drivers who had never previously obtained a Michigan driver's license. Under this law, individuals who had never held a Michigan driver's license and were convicted of two or more driving offenses could be denied the ability to apply for a license and forced to wait three years before becoming eligible.
Recognizing the impact this policy had on people trying to rebuild their lives, Change Me Works began advocating for change. The organization worked for years to address what it believed was an unfair barrier preventing individuals from legally obtaining driving privileges.
In 2023, Change Me Works partnered with State Representative Donavan McKinney and Chief Judge Derek Meinecke of the 44th District Court to help introduce Michigan House Bill 5103. This legislation eliminated the three-year waiting period that prevented many individuals who had never held a Michigan driver's license from becoming eligible to apply. The bill was enacted as Public Act 42 of 2024 and took effect on April 2, 2025, opening the door for thousands of Michigan residents to pursue a valid driver's license and regain their independence.
While this change removed a major barrier, driving offenses can still carry consequences. Individuals facing license-related hardships may still need legal guidance to understand their options and navigate the process. With the right guidance, many people may be able to pursue reinstatement or licensing opportunities without unnecessary delays.
